Sadiq Khan has an office. What temperature is considered to be the minimum for him and his staff to work in, that he wants to make unaffordable for the people of London, who have to pay his heating bill?

The multiple company wheeze is being used by loads of companies and even councils. It stops all sorts of problems for the crooks. Limited liability, no massive pension scheme, no bulk of employees who can unionise or attract the interest of the media if they're mistreated. Money is filtered where the parent company wants it by selling services to the front end. If the front end gets sued or go bust the money has long since moved to a company or person who is separated from the fallout. No bad press, no public investigation.
Tomo; those multiple company registrations by windfarmers....my immediate suspicion is of an accounting dodge, as you say. It might be a cynical dodge to keep liabilities and claims away from the parent company by setting up a little stand-alone outfit for each project whose only asset is the windfarm itself. A hefty debt burden and a lifetime service contract tied to the supplier at fat rates might be part of the structure. Colour me cynical.
