Nov 12, 2012 BBC Maurizio Morabito has obtained the details of the BBC climate 28. It had been published by the International Broadcasting Trust.
Greenpeace, Tearfund, Television for the Environment (one of the companies involved in the BBC free programming scandal), Stop Climate Chaos, Npower Renewables, E3G, and dear old Mike Hulme from UEA. Just the group you'd want guiding climate change coverage. Read the whole thing.

Isn't this strange
About a month ago Josh and I and a few other sceptics went to the Royal Society meeting on Climate where we heard Prof Judith Curry ask "are climate models fit for purpose" and no one said they were. Now I've just gone through the list of institutions that attended that meeting and I've gone through the list of those attending the BBC meeting and as far as I can see the only link would be Lord May. (The London School of economics was also there ... but not for climate science).
Here is the list of Universities in the 28:
1. Oxford University and Imperial College London (as Lord May)
2. UEA
3. Scott Polar Research Institute, University of Cambridge (Ice cores)
4. Open University (2x)
5. Harvard University
6. Niels Bohr Institute, Copenhagen (ICE cores)
Here is the list from the Royal Society:
Universities of Oxford, Bristol, Liverpool, Imperial, Leeds, Georgia Tech, Kings college London, Exeter, Sussex,Oklahoma, third age, Humbolt (Berlin), Cranfield, Loughborough
& the Met Office was well represented.
Note:
No presence of the Met Office climate modellers at the meeting of the 28

What this highlights is that those Universities who are most interested in pushing forward the frontier of climate and weather forecasting using the best scientific techniques and who are most sceptical toward climate alarmism ... weren't invited by the BBC!
Are the decisions by the ICO and Information Tribunal available? It would be interesting to revisit these decisions in light of this information.
It seems my theory this was leaked by Chris Patten to shore up his own position and damage Boaden and Entwistle was entirely wrong :-)
The actual story is more satisfying.
As many of us suspected all along, Richard D North was I think the token contrarian. A fig leaf. Give 'em Richard Lindzen and Robert May and the rest of the team would have been leaving on the early train.
Instead, of course, as the senior climate specialist, we have our old friend Mike Hulme. I noted on another thread today someone predicting Myles Allen must have been there, because where climate chicanery is, it was confidently asserted, that man was bound to be. I'm not as forthcoming as that nym with such predictions - and I'm sure, to be fair, that they are just as confident of their next one, that's the way of these things. But if you'd actually asked me who was bound to be there, for the reasons given, I couldn't really have resisted mentioning Mikey. A much smarter operator than he's often given credit for. Trust him as far as I could throw him? I'd like to have quite a few practices and take an average before deciding that.

I wouldn't get hung upon the identity of the attendees at this seminar - but focus on the strategy, which is the blanket use of the "purposes of journalism" derogation to deter ordinary people - not professional journalists or politicians - from making enquiries. We now know it's used to withhold how much tax BBC WorldWide pays in the United States, too.
It's about who gets to ask the questions. As I pointed out at The Register:
A BBC answerable only to these elites is still "transparent" - but it's a very different sort of "transparency".

The rep from that department was invited and would have been there but, unfortunately, he had already been booked to give a lecture at the Goddard Institute on how to build a climate model.

Andrew (Orlowski): First, thanks for your great contribution to raising awareness of Tony Newbery's lonely fight.
Second, you've touched upon a very important issue with the way the BBC (and I assume the ICO) is interpreting FOI. Given how they've been trying to bend it, how terrific they all look so stupid this evening. Wayback Machine beats Derogation any day.
But last, it surely ain't the only issue here. That is not a list of scientific experts with differing points of view, as we were led to believe. As for the BBC attendees, maybe it's just a fluke that the whole chain of command from Peter Rippon upwards, who've all had to give up the day job as a result of the Savile debacle, happened to be there in January 2006. But may that not help this story get much greater attention in November 2012?
We have here a perfect storm, some components made from the diligence of climate nobodies (if MM will forgive me), others from the rich seam of human incompetence (like the poor webmaster at IBT) and others of timing of unrelated, powerful waves that no human being could possibly have plotted or produced. The kind of thing I like.
I highlighted above some stuff that leaps out at me. I don't know if I am being naive but surely a BBC joint seminar with a lobbyist group and then that group laying claim to have influenced BBC output, and the BBC going to great lengths and expense to hide the identity of the participants, is a pretty big story without anything else?
Then there is the scope that they are willing to discuss - from news, sport, comedy to children’s entertainment - this isn't asking for a small chance to air their views but rather it is about getting a touch on all the levers. It seems immensely creepy that this is blithely accepted.
Who elected the IBT again?
It seems for a start that the IBT assume that they are joint partners in these seminars how does that stack up with a story of a meeting to define BBC policy and then defending its secrecy citing journalistic integrity?
I feel pretty sure that if Nuclear or GM was substituted for "Aid Agencies" it would be an easier question to answer, but even so why assume aid agencies have some moral get out here? I mean, what if the BBC wanted to report on any flaws in aid agency behaviour would they be compromised? As Andrew Orlowski says there is more than just the names here.

Now it turns out that she was still pursuing that degree course during 2005-06 (Harvard's MPP is a 2-year program). It appears that one of the 28 leading science "experts" was merely a master's student during 2005-06, in a field far from any natural science. According to the caption on this video from Harvard's Kennedy School of Govt, Eleni Andreadis was only finishing her Master of Public Policy degree in May 2006. So in Jan. 2006 she would have been merely a degree candidate/student pursuing a non-science master's in public policy:

I know this is only one of the 28 but the case says a lot about the lies and stonewalling from the BBC and their enablers... it is astonishing (ok maybe not) that one of the vaunted 28 science experts was still studying for her master's degree in .... public policy, with a thesis on media coverage of climate change. This article is paywalled but the Abstract is enough to indicate what Eleni Andreadis is about. Given that she only finished her MPP in May 2006, it would seem that she is some kind of protege (or anyway co-author) associated with Joe Smith.
Certainly I am finding no evidence that she is any kind of scientific "expert" on climate. She is a non-expert (student at the time) working at the intersection of media and policy/advocacy:

It seems to me there are two issues here. Firstly, there is the question of the techniques the BBC uses to discourage ordinary people asking questions it doesn’t want asked. Secondly, there is the question of the processes used by the BBC to form policy on any given subject, in this particular case climate change, and how it then enacts that policy. Both are issues of transparency and both are as important as each other.
Whilst I fully understand Andrew Orlowski’s preference that people not get too sidetracked by the names on the list but rather concentrate on the BBC’s misuse of the term “purposes of journalism” to cover it’s denial of information, I nonetheless think the names on the list are just as important, especially with regard to the second question.
The most important (and most unsettling) names on that list are not those of the few scientists and academics that attended, nor even those of the various NGO reps and other assorted rent-seekers, but those of the BBC staff themselves. Eleanor Moran - Drama, Dominic Vallely - Entertainment, Jon Plowman - Comedy, Elizabeth McKay - Education. If the implication of those people being present doesn’t frighten people, it damn well should do.

This is incredible. In Jan 2006 the BBC held a meeting of "the best scientific experts" to decide BBC policy on climate change reporting.
The BBC has been in court blocking FOI attempts to get the list of the 28 attendees, but it's just been discovered on the wayback machine.

As an aside ... if I remember correctly, one of the "arguments" Boaden raised against disclosing this list was that Chatham House "rules" had precluded such disclosure.
Interestingly, Maurizio's goldmine indicates that the only mention of Chatham House occurs on p.10:
So it appears that Boaden and/or her army of high-priced obstructionist lawyers picked something up from one table (i.e. July 12 and 13, 2007) and stretched it sixteen ways from Sunday... all the way back in order to drop it on the Jan. 26, 2006 table.
IMHO, this was a very shallow excuse in the first place, but now it appears to be, well, worse than we thought.

BBC Head of News Helen Boaden said that at the seminar she was very impressed by the insurance expert and that his views swayed her. That would be Andrew Dlugolecki.
Dlugolecki was a visiting research fellow at.....The University of East Anglia Climatic Research Unit, and he has a very unbalanced view of the UK weather.

So the UEA (which paid Harrabin and Smith to run the seminars) actually had one of their own in by stealth, and persuaded Helen Boaden by using very shoddy and biased science.
So the UEA got what they wanted - influence of the news agenda by Helen Boasen's own words - which they did with alarmist and inaccurate science.

He is of course an establishment man. I do not mean to suggest by that the old establishment based on the 16th century and the Elizabethan Settlement and supported by luminous divines such as Hooker, Law and Lancelot Andrewes. That wonderful creation was put to death decades ago. No, I mean the new establishment: a hierarchy among the bishops and in the Synod of Left-wing modernisers, devotees of all the secular fads such as diversity, social cohesion, political correctness and, of course, apostles of that sublime superstition, global warming...
The bishop does speak from the highest moral ground: “One principle that seems to me to be clear. We cannot replace what was destroyed in 2008; we can only replace it with something that is dedicated to the support of human society, the common good and solidarity.” Who are this “We” who will do the replacing, we might ask? But the point to notice about what the bishop is saying here, is his supreme confidence in the objective infallibility of his own thoughts: he begins by mentioning a “principle” but proceeds only to offer his opinion. Clearly the implication must be that he regards his own private opinions as matters of principle. This is dangerous. It has been known to lead to demagoguery...

I wonder what prompted the IBT to remove the September 2007 report that listed the delegates and replace it with one that didn't in July 2008.
The IBT must either be serially incompetent or the Chatham House Rule didn't apply. They recorded and later listed attendees from several seminars.
