+++BBC Climate 28 revealed+++

Maurizio Morabito has obtained the details of the BBC climate 28. It had been published by the International Broadcasting Trust.

Greenpeace, Tearfund, Television for the Environment (one of the companies involved in the BBC free programming scandal), Stop Climate Chaos, Npower Renewables, E3G, and dear old Mike Hulme from UEA. Just the group you'd want guiding climate change coverage. Read the whole thing.

[For those who don't know what this is about, read the back story here.]

Isn't this strange

About a month ago Josh and I and a few other sceptics went to the Royal Society meeting on Climate where we heard Prof Judith Curry ask "are climate models fit for purpose" and no one said they were. Now I've just gone through the list of institutions that attended that meeting and I've gone through the list of those attending the BBC meeting and as far as I can see the only link would be Lord May. (The London School of economics was also there ... but not for climate science).

Here is the list of Universities in the 28:

1. Oxford University and Imperial College London (as Lord May)
2. UEA
3. Scott Polar Research Institute, University of Cambridge (Ice cores)
4. Open University (2x)
5. Harvard University
6. Niels Bohr Institute, Copenhagen (ICE cores)

Here is the list from the Royal Society:

Universities of Oxford, Bristol, Liverpool, Imperial, Leeds, Georgia Tech, Kings college London, Exeter, Sussex,Oklahoma, third age, Humbolt (Berlin), Cranfield, Loughborough
& the Met Office was well represented.

Note:
No presence of the Met Office climate modellers at the meeting of the 28
No presence of the UEA at the Royal Society meeting

What this highlights is that those Universities who are most interested in pushing forward the frontier of climate and weather forecasting using the best scientific techniques and who are most sceptical toward climate alarmism ... weren't invited by the BBC!

Are the decisions by the ICO and Information Tribunal available? It would be interesting to revisit these decisions in light of this information.

It seems my theory this was leaked by Chris Patten to shore up his own position and damage Boaden and Entwistle was entirely wrong :-)

The actual story is more satisfying.

As many of us suspected all along, Richard D North was I think the token contrarian. A fig leaf. Give 'em Richard Lindzen and Robert May and the rest of the team would have been leaving on the early train.

Instead, of course, as the senior climate specialist, we have our old friend Mike Hulme. I noted on another thread today someone predicting Myles Allen must have been there, because where climate chicanery is, it was confidently asserted, that man was bound to be. I'm not as forthcoming as that nym with such predictions - and I'm sure, to be fair, that they are just as confident of their next one, that's the way of these things. But if you'd actually asked me who was bound to be there, for the reasons given, I couldn't really have resisted mentioning Mikey. A much smarter operator than he's often given credit for. Trust him as far as I could throw him? I'd like to have quite a few practices and take an average before deciding that.

The sociological babble in Satyal's job description gives the key to the true heart of darkness here. It's pure Frankfurt School gibberish, with the language being tortured into grotesque shapes to confuse thought and obscure meaning.

Having thoroughly corrupted the humanities departments, the Marxists have now spread their virus into the sciences, using sociology as the carrier.

They're all searchable at the ICO - Tony kindly sent me a PDF because it hadn't been put online on Friday.

I wouldn't get hung upon the identity of the attendees at this seminar - but focus on the strategy, which is the blanket use of the "purposes of journalism" derogation to deter ordinary people - not professional journalists or politicians - from making enquiries. We now know it's used to withhold how much tax BBC WorldWide pays in the United States, too.

It's about who gets to ask the questions. As I pointed out at The Register:

"the political class is also drawn from the same elite as the media class, an ever-diminishing gene pool"

A BBC answerable only to these elites is still "transparent" - but it's a very different sort of "transparency".

As for Dr Joe Smith. Remember this meeting was on January 26th 2006, :

Dear Sir or Madam,

I would like to receive copies of any correspondence between Dr Joe
Smith (Department of Geography) and Mr Roger Harrabin (BBC) in the
period 1 July 2005 to 30 June 2006. Could you also ensure that, if
possible, the search for this information covers any emails that
might have been deleted.

Yours faithfully,

Andrew Montford

And the reply:-

Dear Mr Montford

Thank you for your request for information under the Freedom of
Information Act received on 25th November.

I am sorry that the information is not held by the University. Dr Smith
has not retained any emails from that period and the University does not
retain backups from that time.

Further, Dr Smith confirms that any correspondence with Mr Harrabin
would not have been Open University business.

Already been to Maurizio’s blog to offer my congrats, but I’ll offer them here too. This is an important find. If we can get the MSM interested and, more importantly, a politician or two, added to what’s already going on with the BBC, the ramifications could be extensive.

Why not the department of needlework and making things with sticky tape and awarding blue Peter badges?

The rep from that department was invited and would have been there but, unfortunately, he had already been booked to give a lecture at the Goddard Institute on how to build a climate model.

Andrew (Orlowski): First, thanks for your great contribution to raising awareness of Tony Newbery's lonely fight.

Second, you've touched upon a very important issue with the way the BBC (and I assume the ICO) is interpreting FOI. Given how they've been trying to bend it, how terrific they all look so stupid this evening. Wayback Machine beats Derogation any day.

But last, it surely ain't the only issue here. That is not a list of scientific experts with differing points of view, as we were led to believe. As for the BBC attendees, maybe it's just a fluke that the whole chain of command from Peter Rippon upwards, who've all had to give up the day job as a result of the Savile debacle, happened to be there in January 2006. But may that not help this story get much greater attention in November 2012?

We have here a perfect storm, some components made from the diligence of climate nobodies (if MM will forgive me), others from the rich seam of human incompetence (like the poor webmaster at IBT) and others of timing of unrelated, powerful waves that no human being could possibly have plotted or produced. The kind of thing I like.

Nov 13, 2012 at 12:43 AM | Unregistered CommenterRichard Drake

The International Broadcasting Trust (IBT) has been lobbying the BBC, on behalf of all the major UK aid and development agencies, to improve its coverage of the developing world. One of the aims is to take this coverage out of the box of news and current affairs, so that the lives of people in the rest of the world, and the issues which affect them, become a regular feature of a much wider range of BBC programmes, for example dramas and features. The BBC has agreed to hold a series of seminars with IBT, which are being organized jointly with the Cambridge Media and Environment Programme, to discuss some of these issues.
So far, 6 seminars have taken place. They have had a significant impact on the BBC’s output and have also provided a unique opportunity for dialogue between those working in development and broadcasters.

I highlighted above some stuff that leaps out at me. I don't know if I am being naive but surely a BBC joint seminar with a lobbyist group and then that group laying claim to have influenced BBC output, and the BBC going to great lengths and expense to hide the identity of the participants, is a pretty big story without anything else?

Then there is the scope that they are willing to discuss - from news, sport, comedy to children’s entertainment - this isn't asking for a small chance to air their views but rather it is about getting a touch on all the levers. It seems immensely creepy that this is blithely accepted.

Who elected the IBT again?

It seems for a start that the IBT assume that they are joint partners in these seminars how does that stack up with a story of a meeting to define BBC policy and then defending its secrecy citing journalistic integrity?
I feel pretty sure that if Nuclear or GM was substituted for "Aid Agencies" it would be an easier question to answer, but even so why assume aid agencies have some moral get out here? I mean, what if the BBC wanted to report on any flaws in aid agency behaviour would they be compromised? As Andrew Orlowski says there is more than just the names here.

!!!! In Mike Haesler's comment above we learn that

"Eleni Andreadis earned her Masters at Harvard's Kennedy School of Government, where her thesis focused on media coverage of climate change."

Now it turns out that she was still pursuing that degree course during 2005-06 (Harvard's MPP is a 2-year program). It appears that one of the 28 leading science "experts" was merely a master's student during 2005-06, in a field far from any natural science. According to the caption on this video from Harvard's Kennedy School of Govt, Eleni Andreadis was only finishing her Master of Public Policy degree in May 2006. So in Jan. 2006 she would have been merely a degree candidate/student pursuing a non-science master's in public policy:

caption on Eleni Andreadis

"Three Kennedy School students followed their graduation by spending the summer capturing the impact and reach of the diverse work of seven alumni in India, Georgia, Serbia, Washington DC and Vietnam. Many thanks to the three filmmakers: Eleni Andreadis, Steve Grove, and Scott Taylor, all MPP 2006."

At first it was difficult to see why Dorthe Dahl-Jensen was at the meeting. As an Ice-core specialist what had she to add?

Steffensen, a Dane, runs North GRIP along with his wife, Dorthe Dahl-Jensen, whom he met on an earlier Greenland expedition. ... have spent the past six summers drilling a five-inch-wide hole from the top of the ice sheet down to the bedrock, ten thousand feet below. Their reason for wanting to do this is an interest in ancient climates. My reason for wanting to watch is perhaps best described as an interest—partly lurid, but also partly pragmatic—in apocalypse.

Over the past decade or so, there has been a shift—inevitably labelled a “paradigm shift”—in the way scientists regard the Earth’s climate. The new view goes under the catchphrase “abrupt climate change,” although it might more evocatively be called neo-catastrophism, after the old, Biblically inspired theories of flood and disaster. Behind it lies no particular theoretical insight—scientists have, in fact, been hard-pressed to come up with a theory to make sense of it—but it is supported by overwhelming empirical evidence, much of it gathered in Greenland. The Greenland ice cores have shown that it is a mistake to regard our own, relatively benign experience of the climate as the norm. By now, the adherents of neo-catastrophism include virtually every climatologist of any standing. (New Yorker

So her role was to add the idea of "the tipping point" ... you might not see anything (at all) but it could all just suddenly ...

In case anyone is, like me, wondering who IBT are.....in their own words:

IBT represents a coalition of international charities campaigning for high quality television coverage of ‘matters of international significance or interest’. Its members include: ActionAid, Amnesty International, British Red Cross, CAFOD, Care UK, Christian Aid, Comic Relief, Concern UK, Friends of the Earth, Merlin, Oxfam, Plan UK, Practical Action, Progressio, RSPB, Save the Children, Sightsavers International, Skillshare International, Tearfund, UNA UK, UNICEF UK, VSO, the World Association for Christian Communication and World Vision. IBT is a registered charity, number 326150.

Why is the "science" output of the BBC being guided by a seminar organised by a front organisation for this lot?

Eleni Andreadis..... holy climate change, don't miss the Abstract quoted below, folks!!

We really need to get hold of this paper she co-authored with Joe Smith to see what details may be offered about the BBC and other UK media, academics, activists.

UPDATE: full article seems to be here, I am just now about to read it but sharing first for others online now, it's a winner:

Eleni Andreadis and Joe Smith, co-authors in British Journalism Review

I know this is only one of the 28 but the case says a lot about the lies and stonewalling from the BBC and their enablers... it is astonishing (ok maybe not) that one of the vaunted 28 science experts was still studying for her master's degree in .... public policy, with a thesis on media coverage of climate change. This article is paywalled but the Abstract is enough to indicate what Eleni Andreadis is about. Given that she only finished her MPP in May 2006, it would seem that she is some kind of protege (or anyway co-author) associated with Joe Smith.

Certainly I am finding no evidence that she is any kind of scientific "expert" on climate. She is a non-expert (student at the time) working at the intersection of media and policy/advocacy:

Eleni Andreadis and Joe Smith, co-authors in journal Current Sociology

Beyond the Oozone Layer

Eleni Andreadis
Harvard’s Kennedy School of Government

Joe Smith
Open University

Current Sociology
May 1, 2008

56: 485-491

Abstract

Despite occasional pockets of climate change scepticism, the days when journalists would report on climate change by balancing "pro" and "sceptic" voices, or by knocking the human-induced climate change argument with prominent coverage of an alternative theory, already seem a distant memory in the UK, claim the authors. This marked change in the treatment of climate change in the British media has helped lay the ground for a dramatic shift in the quality of public debate around the issue. Numerous specialists credit UK journalism of the last 18 months with being leagues ahead of their U.S. colleagues in the depth and regularity of coverage. Yet, why did it take the media 10 years to understand where the centre of gravity of informed opinion on climate change lay? - "the story didn't break, it oozed," they write. "The basics of the science have, after all, changed little since the mid 1990s. There are worrying signs that some of the reasons for this delay - above all a well-intentioned deep affection for sceptical opinion - could impede public debate on the next and vital stage in the climate change debate as we work out what political and economic steps to take."

Eminent climate scientists (sic) advising the BBC in secret to exclude skeptical voices and promote only alarmism, bios at BJR link I posted above:

"Eleni Andreadis earned her Masters at Harvard's Kennedy School of Government, where her thesis focused on media coverage of climate change. She has worked in documentary film-making and has contributed to a range of media, including the BBC. Joe Smith is senior lecturer in environment at the Open University, writing on environmental politics, and working as academic consultant to BBC climate-related programming. He has organised (with the BBC's Roger Harrabin) a programme of seminars that have helped BBC and other senior media decision-makers to respond to environmental change."

note: considering the roles of Joe Smith and Eleni Andreadis at the indoctrination session for BBC managers and producers, one can fairly say that their BJR article is basically a press release for their own (undisclosed) work in shifting the BBC's policy.

It seems to me there are two issues here. Firstly, there is the question of the techniques the BBC uses to discourage ordinary people asking questions it doesn’t want asked. Secondly, there is the question of the processes used by the BBC to form policy on any given subject, in this particular case climate change, and how it then enacts that policy. Both are issues of transparency and both are as important as each other.

Whilst I fully understand Andrew Orlowski’s preference that people not get too sidetracked by the names on the list but rather concentrate on the BBC’s misuse of the term “purposes of journalism” to cover it’s denial of information, I nonetheless think the names on the list are just as important, especially with regard to the second question.

The most important (and most unsettling) names on that list are not those of the few scientists and academics that attended, nor even those of the various NGO reps and other assorted rent-seekers, but those of the BBC staff themselves. Eleanor Moran - Drama, Dominic Vallely - Entertainment, Jon Plowman - Comedy, Elizabeth McKay - Education. If the implication of those people being present doesn’t frighten people, it damn well should do.

PS I hereby christen this this affair “Listgate” and claim copyright ;)

This is incredible. In Jan 2006 the BBC held a meeting of "the best scientific experts" to decide BBC policy on climate change reporting.

The BBC has been in court blocking FOI attempts to get the list of the 28 attendees, but it's just been discovered on the wayback machine.

It turns out that only 3 were current scientists (all alarmists). The rest were activists or journalists. http://t.co/k1QPxt3W

The BBC sent four low level representatives: Peter Rippon, Steve Mitchell, Helen Boaden, George Enwistle. All have since risen to power.

Amazingly, those are also the exact four who have thus far resigned this week over the false paedophilia accusations against Lord McAlpine.

John Ashton is a Founding Director of E3G. He was the Special Representative for Climate Change to the UK Foreign Secretary from 2006 to 2012. He was appointed Commander of the Order of the British Empire (CBE) in the 2012 Birthday Honours for services to international climate change.
John is one of a new generation of diplomats equally at home in the worlds of foreign policy and green politics. Before moving outside government to establish E3G in 2005, John had a distinguished career in the UK’s Foreign and Commonwealth Office, including founding and leading its Environment Policy Department.
A major theme of John’s career has been China. He speaks Chinese. He was an adviser to Governor Chris Patten in Hong Kong from 1993-7. His first diplomatic assignment, from 1981-4, was as Science Attaché in the British Embassy in Beijing...
John was the first Chief Executive of E3G in 2005-06, before returning to the UK Foreign Office as the Foreign Secretary’s Special Representative for Climate Change...
He had the personal title of Ambassador with direct access to the Foreign Secretary. John played a key role in designing the FCO’s climate change network and strategy, with its focus on climate stability as a precondition for security, prosperity and equity, and on strategic political engagement with the emerging and other major economies.
John has been continuously active in climate diplomacy in various capacities since 1997. He was involved in negotiating the EU 2020 package on climate change in spring 2007 and the decision in December 2008 on funding for CCS across Europe. He helped negotiate the agreement in 2005 between the EU and China to demonstrate zero emission coal technology in China, and was closely involved in the EU’s engagement with Russia over the Kyoto Protocol. He played a key role in the first UN security debate on climate change in April 2007. He was a senior member of the UK negotiating team in the UN climate negotiations from 1998-2002, and again at Copenhagen.
John Ashton is a Visiting Professor at Imperial College London, and a Member of the Green College Centre for Environmental Policy and Understanding. He is a steering committee member of Climate Care and serves on the Advisory Boards of the Climate Institute, Washington DC; the UK Tyndall Centre for Climate Change Research; the Bren School of Environmental Science and Management, University of California, Santa Barbara; and Climate Change Capital.

Detective Maurizio, once again thanks for digging up this virtual goldmine!

As an aside ... if I remember correctly, one of the "arguments" Boaden raised against disclosing this list was that Chatham House "rules" had precluded such disclosure.

Interestingly, Maurizio's goldmine indicates that the only mention of Chatham House occurs on p.10:

July 12th and 13th 2007
New Hall College, Cambridge
[...]

Bernice Lee, Leader, China-UK project, Chatham House

So it appears that Boaden and/or her army of high-priced obstructionist lawyers picked something up from one table (i.e. July 12 and 13, 2007) and stretched it sixteen ways from Sunday... all the way back in order to drop it on the Jan. 26, 2006 table.

IMHO, this was a very shallow excuse in the first place, but now it appears to be, well, worse than we thought.

Gimme one good reason why anyone should trust anything that emanates from the honchos at the British Brainwashing Corporation™

These are the great climate experts who decided BBC's climate coverage? All I can see is activist trash.

Activists are good. Scientists are good. Activists pretending to be scientists, or hiding behind the skirts of scientists are trash. ... that is the dregs really. I mean, who the f*** is "Head of Campaigns Greenpeace" to decide what the BBC should do? And why should the BBC pass him or her off as a scientist?

NOTE THIS CAREFULLY FOLKS.

BBC Head of News Helen Boaden said that at the seminar she was very impressed by the insurance expert and that his views swayed her. That would be Andrew Dlugolecki.

Dlugolecki was a visiting research fellow at.....The University of East Anglia Climatic Research Unit, and he has a very unbalanced view of the UK weather.

http://cstpr.colorado.edu/sparc/research/projects/extreme_events/munich_workshop/dlugolecki.pdf

"The fact that UK weather is changing at an unprecedented rate..."

So the UEA (which paid Harrabin and Smith to run the seminars) actually had one of their own in by stealth, and persuaded Helen Boaden by using very shoddy and biased science.

So the UEA got what they wanted - influence of the news agenda by Helen Boasen's own words - which they did with alarmist and inaccurate science.

Tessa Tennant, AsRia, is among the Specialists, in what speciality?

the fact the Church of England were specialists alongside BP, makes this appointment rather amusing:

8 Nov: Financial Times: Church of England needs a pragmatist
As a former oil industry executive, Bishop Welby will bring a dash of worldliness to the post of Archbishop of Canterbury and, as such, head of the Anglican communion...
Bishop Welby will continue to straddle the material and spiritual worlds by remaining a member of the parliamentary commission on banking, which some may see as one more sign of the steady secularisation of the Anglican Church...
Bishop Welby’s rise has been meteoric, the appointment coming barely one year after receiving his bishopric at Durham. His privileged background as the Eton and Cambridge-educated descendant of former Tory deputy prime minister Rab Butler make him an establishment candidate, albeit one who brings certain risks at a time of great upheaval...

Bishop Welby, appointed last year to be bishop of Durham, worked for 11 years in the oil industry, rising to treasurer of Enterprise Oil, before deciding he was called to the priesthood...
Before seeking ordination, Bishop Welby worked six years for French oil company Elf Aquitaine and then as treasurer of exploration company Enterprise Oil in 1984...

8 Nov: Telegraph: Peter Mullen: A new Archbishop but no change at Canterbury: Justin Welby is just another Left-wing establishment bureaucrat
He is of course an establishment man. I do not mean to suggest by that the old establishment based on the 16th century and the Elizabethan Settlement and supported by luminous divines such as Hooker, Law and Lancelot Andrewes. That wonderful creation was put to death decades ago. No, I mean the new establishment: a hierarchy among the bishops and in the Synod of Left-wing modernisers, devotees of all the secular fads such as diversity, social cohesion, political correctness and, of course, apostles of that sublime superstition, global warming...
The bishop does speak from the highest moral ground: “One principle that seems to me to be clear. We cannot replace what was destroyed in 2008; we can only replace it with something that is dedicated to the support of human society, the common good and solidarity.” Who are this “We” who will do the replacing, we might ask? But the point to notice about what the bishop is saying here, is his supreme confidence in the objective infallibility of his own thoughts: he begins by mentioning a “principle” but proceeds only to offer his opinion. Clearly the implication must be that he regards his own private opinions as matters of principle. This is dangerous. It has been known to lead to demagoguery...

I wonder what prompted the IBT to remove the September 2007 report that listed the delegates and replace it with one that didn't in July 2008.

The IBT must either be serially incompetent or the Chatham House Rule didn't apply. They recorded and later listed attendees from several seminars.
