Remember Jagadish Shukla, the American professor who called for racketeering laws to be used against sceptics? There was considerable interest when it was revealed that Prof Shukla appeared to be working full time for a charity he ran, as well as taking his university salary. This "double dipping" seems to have been brought to the attention of US lawmakers, who have asked auditors to investigate. It's not looking good for Prof Shukla:
According to [House Science Committee Chairman Lamar Smith]’s letter, the audit “appears to reveal that Dr. Shukla engaged in what is referred to as ‘double dipping.’ In other words, he received his full salary at GMU, while working full time at IGES and receiving a full salary there.”
Mr. Smith cites a memo from the school’s internal auditor in claiming that Mr. Shukla appeared to violate the university’s policy on outside employment and paid consulting. The professor received $511,410 in combined compensation from the school and IGES in 2014, according to Mr. Smith, “without ever receiving the appropriate permission from GMU officials.”
Couldn't happen to a nicer guy.

Could Shukla be hoisted on a canard instead? It would save some confusion, but would still end in a ducking mess, whether a stool was used, or not.

You are correct Rud, except on the fish size. Yes, Shukla is a very large leech. But as CAGW movers and shakers go, Shukla did not decide issues and push new approaches. Still, Shukla must know a good deal about how the CAGW movement made decisions, attacked scientists and pushed bad science.
Faced with prosecution, Shukla is an ideal catch for prosecutors, an insider steeped in CAGW knowledge, low in the CAGW power structure and caught with his hand deep in the cookie till. Even Whitehouse must be thinking how to distance himself from Shukla.
You accurately describe the legal, general university and grant issues. The GMU self audit may be just such an attempt at avoiding NSF sanction. I am not aware of how NSF decides their grant and contractual duties other than NSF used to be considered seriously less than diligent as a Federal agency.
Federal investigation procedures are extremely detailed when tracking money flow along with responsibility structure. Exactly who was responsible for funds, fund movement, reports and research tracking.
If the GMU self audit tracks very close to what the IG's team already knows, including who managed which dollar and when; then the IG may accept the report without sending in their own team of investigators. Any gaps or oversights and the IG will give GMU some opportunity to correct report deficiencies. Serious gaps or errors will cause IG employees to raise their eyebrows and study numbers and people much closer.

Just which Pennsylvania university did Cuccinelli focus on?
Last we citizens of Virginia heard, Virginia AG Ken Cuccinelli sought records from University Of Virginia located in Charlottesville, Virginia.

My recollection is that Cuccinelli was refused on the bizarre finding by the Virginia court that public agencies are not subject to the Virginia Fraud Against Taxpayers Act (FATA) -see discussion http://climateaudit.org/2012/03/05/above-the-law/.
The consequence of this strange decision - so praised by climate scientists - is, as I understand it, that Cuccinelli would not be entitled to issue a CID to George Mason University in respect to potential fraud or similar offences by Shukla and his associates.
I had spoken out against Cuccinelli on the grounds that his investigation of Mann was an abuse of administrative power. However, I thought that the court's technique for shielding Mann was poorly thought out and led to undesirable consequences.

Regarding the petard controversy I think you chaps are making fountains out of molehills.
Let's hope that Shukla will receive his just desserts. But on the other front mentioned in this thread (i.e. the closure of the oh-so-venerable Yale Climate & Energy Institute by the end of June 2016) it is perhaps worth recalling that the very first** Chairman and (AFAIK) still associated bigwig is none other than the disgraced and - by all accounts I've seen since his departure from the IPCC, last Februrary - disgraceful ... Rajendra K. Pachauri.

was the one which got a CBC news article switched around, after it correctly reported that most Canadians didn't think Humans have caused MOST of global warming. Leah Stokes got them to change the article to say that MOST Canadians believe SOME of Global Warming has been caused by man.

mojo, I try to stay out of politics, particularly in the US, but on Global Warming, the more he annoys the warmists, the more I warm to Trump. Whether the warmists have yet worked out what is going wrong with their plans for the Democrats of Warmunism, I don't know, but signs of panic are evident in the UK.
Obviously if the US Presidential election is going to be used as a 'consensus' on climate change, I don't think the magic 97% figure is going to survive proper public scrutiny. But it has never stood up to any form of scrutiny anyway.

To Lukes and Warmists: You can't prove the IPCC's claim that radiation from the cold atmosphere warms the surface and can be treated exactly the same as solar radiation, helping the Sun to raise the surface temperature each morning. You can't prove their claim that the troposphere would be isothermal without greenhouse gases like water vapor and CO2 - that's not what the Second Law of Thermodynamics tells us, and no vortex cooling tube in the world would operate if it were true that isothermal conditions are stable in a force field, be it gravity or centrifugal force in a vortex tube. You have no physical evidence whatsoever for the false physics promulgated by the likes of the IPCC authors, as well as Lukes like Roy Spencer, Judith Curry, Joanne Nova, David Evans et al. Is it known why it took 6 years for the finest brains of Yale to work out that having an Energy and Climate Institute was not a bright idea? The UK still has a taxpayer funded Department of Energy and Climate Change, and the more the climate doesn't change, the more perilous our energy supplies become. With Pachauri otherwise engaged, having failed in repeated attempts to engage, perhaps Yale could advise the UK Government to avoid further humiliation
