Harabins questions were designed and agreed by the press office at the CRU UEA and almost certainly by Harabin's advisors. This is almost cerainly an attempt to pre-empt the outcome of the Russell enquiry which they probably know will be something of a greywash.
Harabin is setting up his and Jones public fallback position. The BBC has a very long history of showing unpalatable broadcasts on low impact media ( usually Channel 3 or 4) before they ever allow it to be broadcast generally. This interview will remain in the webersphere until the end of the Russell enquiry at least and maybe never broadcast except in self defense.
